At Civil Engineering Consultants (CEC), our team is the backbone of our success. Our staff includes experienced Civil Engineers, talented Landscape Architects, and knowledgeable Land Surveyors, all of whom play a critical role in ensuring every project is executed to the highest standards.

In addition to our core engineering and design teams, we also have a dedicated support staff of drafters and field survey crews who provide the necessary expertise to complete projects efficiently and accurately. Edward Arp

Edward Arp holds a B.S. in Landscape Architecture from Iowa State University, graduating in 1978. He joined Civil Engineering Consultants (CEC) in 1980 and became a Registered Landscape Architect in Iowa in 1984. A dedicated member of the American Society of Landscape Architects (ASLA) since 1988, Edward has been a principal with CEC since 1987.

With extensive experience in a variety of projects, Edward specializes in general site planning for commercial, office, and residential developments, including both single and multi-family subdivisions. His expertise covers key design areas such as vehicular and pedestrian circulation, grading and utility layout, and the creation of site amenities. These amenities include landforms, plant materials, signage, entrance features, and decorative elements like lakes and fountains. Edward’s leadership and experience have helped shape CEC’s reputation as a leading landscape architecture firm in the region.

Pat Shepard

Pat earned a B.S. in Civil Engineering from Iowa State University in 1987. He became a Professional Engineer (P.E.) in 1992 and a Land Surveyor (L.S.) in 1999. A member of the Iowa Engineering Society, Pat joined CEC full-time in 1987 and became a Principal in 1996, a role he continues to hold. He currently manages and schedules CEC’s survey crews, overseeing a range of services such as boundary and topographic surveys, legal descriptions, ALTA/ACSM surveys, FEMA elevation certificates, acquisition plats, plats of survey, preliminary and final plats, construction layout and staking, construction monitoring, inspection, building and lot layout, and as-built and record drawings.

Martin Dostalik

Martin holds a Bachelor of Landscape Architecture from Iowa State University, earned in 1989, and became a Registered Landscape Architect in Iowa in 1995. He joined CEC in 1990 and became a Partner in 2004. His experience at CEC includes site planning for commercial properties, with a specialized focus on electric substations and duct bank routing. He also prepares mapping, plats, and easements for electric utility corridors, both for urban and rural sites. In addition to his planning work, Marty manages, maintains, and updates CEC’s computer systems and software.

Paul Clausen

Paul holds a B.S. in Civil Engineering and an M.B.A. from Iowa State University, both earned in 2012. He joined CEC the same year and became a Professional Engineer (P.E.) in 2017. Paul has been a Partner at CEC since 2018 and is a LEED Green Associate. His project experience includes site planning for single-family and multi-family residential, commercial, retail, and industrial subdivision developments. His civil engineering design expertise spans sanitary sewer, water system, and storm sewer design, as well as stormwater management, unified stormwater quality and quantity control, paving design, site grading, and stormwater pollution prevention planning with best management practices. He also handles site lighting photometric design and has extensive experience in rezoning, surveying, preliminary and final platting, and construction inspection and testing.

Bart Turk

Bart earned a Bachelor of Landscape Architecture from Iowa State University in 1986 and became a Registered Landscape Architect in Iowa in 1990. A member of ASLA, he joined CEC in 1986 and has been a shareholder since 1995. His experience includes project management for site planning and subdivision design across retail, commercial, residential, and industrial developments, covering layout, grading, utility, and landscape design. Bart is also highly skilled in stormwater management, erosion control, SWPPP applications, and cost estimating. Additionally, he is well-versed in the municipal approval process, including land use changes, rezoning, site planning, preliminary and final platting, and the board of adjustment variance process.

Melissa Hills

Melissa holds a B.S. in Civil Engineering from Iowa State University, earned in 1997, and became a Professional Engineer (P.E.) in Iowa in 2002. She joined CEC in 1999 and has been a shareholder since 2004. Her experience includes site planning for retail, commercial, and multi-family developments, as well as subdivision design for office parks and single-family residential communities. Her civil engineering projects cover a wide range of services, including sanitary sewer, water main, storm sewer, and detention facility design, as well as paving, grading, construction inspection, and stormwater pollution prevention plans incorporating Best Management Practices. Melissa is also experienced in survey work, construction inspection, construction management, and subdivision design.

Shane earned a B.S. in Civil Engineering from Iowa State University in 1997 and joined CEC in 1998. He became a Professional Engineer (P.E.) in Iowa in 2003 and has been a Partner at CEC since 2005. His project experience includes civil engineering design, with a focus on grading, stormwater management, sanitary sewer, water systems, and stormwater pollution prevention plans that incorporate Best Management Practices.

Jeff Gaddis

Land Surveyor

Jeff earned a B.S. in Civil Engineering from Iowa State University in 1998 and became a Professional Land Surveyor in Iowa in 2007. He has been a member of the Society of Land Surveyors of Iowa since 2007 and joined CEC full-time in 1998. Jeff has extensive experience, having worked as a Survey Crew Leader from 1998 to 2003, a Land Surveyor Technician from 2003 to 2007, and as a Professional Land Surveyor since 2007. He is skilled in the legal interpretation of property boundaries and easements, construction layout procedures, land survey crew operations, and Global Positioning System (GPS) technology. Jeff is responsible for processing and preparing survey data, property legal descriptions, easement descriptions, topographic surveys, ALTA/ACSM surveys, as-built surveys, retracement surveys, plats of survey, subdivision plats, acquisition plats, public land corner certificates, and easement exhibits.

Cody earned a B.S. in Civil Engineering from Iowa State University in 2013 and joined Civil Engineering Consultants (CEC) in 2014. He became a Licensed Professional Engineer in Iowa in 2019 and was named a Partner at CEC in 2020. Cody’s design expertise includes stormwater management, pavement design, sanitary and storm sewer systems, water systems, site grading, and erosion control for both commercial and residential developments. He also has experience in structural design, including reinforced concrete for utility vaults, foundations, and retaining walls. Additionally, Cody is knowledgeable in preliminary platting, site planning, public construction drawings, and final platting processes.
